Is the use of magnets considered conventional medicine or complementary and alternative medicine?

Answer: Oh gawd... this has been a bit of provincial medicine for generations.

There are good reports, especially in dealing with muscles and localized pain..."Alternative medicine" at best. There is too much scientifc evidence that "magnet therapy" doesn't work for conventional medicine to even bother with it. It is dismissed altogether.
